Eligibility and Entrance

Eligibility Requirements are as follows:

  1. Candidate must voluntarily agree to enter the HCRC program

  2. Candidate must be age eighteen (18) years or older

  3. Candidate must not be a “violent offender

  4. Must be a consensus among the Treatment Team members that the candidate would be an appropriate option for the HCRC program

  5. Candidate must plead guilty to their pending charge(s)

  6. Candidate must self-report a history of drug and/or alcohol abuse

  7. Candidate must have all legal matters in other courts resolved

  8. Candidate cannot have an acute, unstable mental illness or be actively suicidal

  9. Candidate must score as “high risk, high need” on the Tennessee Risk Assessment System -TN-RAS


Phases of the Program

There are five (5) core phases of the Hardeman County Recovery Court program that all participants shall adhere to until completion. Information collected throughout the five (5) core phases will be placed in TN-WITS.

Phase One (1) is designed to last four (4) weeks. Actual program time will vary with compliance. Phase One (1) includes, but is not limited to, the following:

  • Random drug/alcohol screens at least two (2) times per week

  • Check-in with Reconnect App every day of the week

  • Attend four (4) self-help support meetings weekly

  • Successfully complete Phase One (1) checklist

  • Pay $5.00 weekly HCRC fee

  • Appear in HCRC reporting every week

  • Appear in HCRC as scheduled on monthly calendar

  • Provide proof of financial obligations regarding court fines, fees, costs, and restitution before promoting to Phase Two (2)

  • Must have fourteen (14) consecutive days of abstinence from all mood- altering substances before promoting to Phase Two (2)

Phase Two (2) is designed to last ten (10) weeks. Actual program time will vary with compliance. Phase Two (2) includes, but is not limited to, the following:

  • Random drug/alcohol screens at least two (2) times per week

  • Check-in with Reconnect App every day of the week

  • Attend four (4) self-help support meetings weekly

  • Successfully complete/advance in all recommended treatment modalities

  • Successfully complete Intensive Outpatient Program (IOP)

  • Pay $5.00 weekly HCRC fee

  • Appear in HCRC reporting every week

  • Appear in HCRC as scheduled on monthly calendar

  • Must be abstinent from all mood-altering substances the last two (2) weeks of Phase Two (2) in order to promote to Phase Three (3)

Phase Three (3) is designed to last seventeen (17) weeks. Actual program time will vary with compliance. Phase Three (3) includes, but is not limited to, the following:

  • Random drug/alcohol screens at least two (2) times per week

  • Check-in with Reconnect App every day of the week

  • Attend four (4) self-help support meetings weekly

  • Successfully complete/advance in all recommended treatment modalities

  • Successfully complete Moral Reconation Therapy (MRT)â

  • Pay $5.00 weekly HCRC fee

  • Appear in HCRC reporting every week

OR

  • Secure, at minimum, part-time HCRC approved employment, proof of educational enrollment, Social Security Disability, or proof of pending application for Social Security Disability or an employment skills class

  • Check-in with Reconnect App every day of the week

  • Provide proof of employment at least once per month. (i.e. check stub)

  • Provide proof of payment towards fines, fees, and restitution at least once per month

  • Must be abstinent from all mood-altering substances the last two (2) weeks of Phase Three (3) in order to promote to Phase Four (4)

Phase Four (4) is designed to last sixteen (16) weeks. Actual program time will vary with compliance. Phase Four (4) includes, but is not limited to, the following:

  • Random drug/alcohol screens at least two (2) times per week

  • Check-in with Reconnect App every day of the week

  • Attend three (3) self-help support meetings weekly

  • Successfully complete/advance in all recommended treatment modalities

  • Successfully complete Relapse Prevention

  • Pay $5.00 weekly HCRC fee

  • Appear in HCRC reporting every week

OR

  • Secure, at minimum, part-time HCRC approved employment, proof of educational enrollment, Social Security Disability, or proof of pending application for Social Security Disability or an employment skills class

  • Appear in HCRC as scheduled on monthly calendar

  • Provide proof of employment at least once per month. (i.e. check stub)

  • Provide proof of payment towards fines, fees, and restitution at least once per month

  • Must be abstinent from all mood-altering substances the last two (2) weeks of Phase Four (4) in order to promote to Phase Five (5)

Phase Five (5) is designed to last five (5) weeks. Actual program time will vary with compliance. Phase Five (5) includes, but is not limited to, the following:

  • Random drug/alcohol screens at least two (2) times per week

  • Check-in with Reconnect App every day of the week

  • Attend three (3) self-help support meeting weekly

  • Successfully complete/advance in all recommended treatment modalities

  • Pay $5.00 weekly HCRC fee

  • Appear in HCRC reporting every week

OR

  • Secure, at minimum, part-time HCRC approved employment, proof of educational enrollment, Social Security Disability, or proof of pending application for Social Security Disability or an employment skills class

  • Appear in HCRC as scheduled on monthly calendar

  • Provide proof of employment at least once per month. (i.e. check stub)

  • Provide proof of payment towards fines, fees, and restitution at least once per month

  • Must have five (5) consecutive weeks of abstinence from all mood- altering substances to be considered for graduation

Graduation from the HCRC Program

The HCRC will strive to hold an annual graduation event for all successful completions of the HCRC program. The HCRC will offer each graduate: resource referrals, agency linkage, and discharge planning case management as they transition out of the HCRC program.
